Premier League Rules

Guidelines, Match Play Rules and Event Structures

  1. Teams on court will be composed of a minimum of four and a maximum six players, this will at the discretion of the hosting centre.
  2. Only players recorded on the team sheet, including substitutes, will be allowed to participate in the matches. The maximum number of players per team will be six (6) for teams of four (4) and seven (7) for teams of six (6).
  3. One player from each team will be appointed as team captain. This player must have an easily identifiable mark on their person to indicate that they're the captain. All messages relayed to a referee must be done so through the team captain, a player faces ejection from the game or competition for failing to comply.

  1. Teams score a point only by landing the ball on the opponent's side of the court during their own serve; otherwise they will only regain service. Teams may also score points when a fault by the opponent has occurred, also during the team's own service.
  2. Teams can only score points on their service. This can be done by the ball landing in the opponent's half, a opponent committing a fault or any contradictory conduct committed by an opponent.
  3. Teams can have points deducted for contradictory conduct. These include, but are not limited to;
    1. Kicking the ball
    2. Verbal or physical abuse
    A penalty of -2 will occur for the first offence, -5 for a second followed by expulsion from the game for a third. This is regardless if the acts are committed by the same person, the team is held accountable.

  1. Games are set in a 25-minute time slot. Within this time frame there will be;
    1. 2 x 10-minute halves
    2. A 1-minute break at half time
    3. A 4-minute change over period
  2. Teams will play for the right to serve for the first service of the game, no points will be awarded for this play.
  3. Whichever team is currently on serve at the half time break, will continue to serve once the second half starts. The team may start back in their original serving positions or continue with their rotation.
  4. Once the full-time siren sounds, the team with the highest score will be declared the winner.
  5. Draws are in effect during the round robin period of the competition. However during all finals, Golden point will take place. Example Team A has 12 points and is on serve when the full time siren sounds, Team B is also on 12. Team A serves and wins the point, thereby ending the game at 13-12.

  1. You may play in a fixed position or rotation, provided that the service is rotated. If you are deemed to be out of "rotation", you will immediately lose the right to serve.
  2. During the serving action, the ball is not permitted to come into contact with any net, including the middle net.
  3. If the ball is being served in an underarm action, the ball must not be in contact with the holding hand as the serving hand contacts the ball. The ball must be dropped before the serving hand comes in contact with the ball.
  4. If serving overhead, players are allowed up to 2 tosses before they serve, any more than 2 tosses with no serves occurring will count as a foul and the serving team will lose service.
  5. A player deemed serving outside of the 1.5m allowed serving zone/box, at the referee's discretion, will commit a foul and lose service.
  6. The receiving team may not return the ball on the first hit on service, the ball must be touched by at least two different players before being returned over the net.

  1. Each team will have a maximum of 3 touches per reception to get the ball to the opponent's side of the court. Any more than 3 touches will result in a foul.
  2. If a player attempts a block and gets hands to the ball, this does NOT count as a touch. Therefore the team will still have three touches after the block. Should the ball hit the top net off a block and travel over the middle net, this will result in a top net foul.
  3. A player attempting to block is entitled to "reach" over the net on your opponent's THIRD TOUCH ONLY. You must also not contact the middle net in the process of your reach/block. Any reach resulting in contact with the ball on your opponent's first or second touch, will be penalised and result in the loss of the rally for your team.
  4. Both teams may contact the ball during a block, this is known as a joust. These touches do not count as a touch as per the blocking rules. The same rules regarding the middle net apply.

The ball is permitted to hit your forearms, hands or upper arm. However any open handed lift or unusual catch-like contact of the upper arm during a dig will be deemed as as carry or double-hit. Any distinct double body contact during a dig may be deemed as 2 hits.

Any ball that has "excessive" forward, backward or side spin out of the hand, is deemed a double-hit. Minimal spin is allowed at the referees discretion. Any hand set that is from below the neck or has a pause during its path will be deemed a carry.

Pushing of the ball is permitted, provided the ball is controlled in much the same way as a set. Any lifting or dunking action will result in a foul. Poking or tipping the ball is allowed and counts as a hit.

If the player receives serve or a hard-driven ball with open hands, the ball must remain controlled. Any action that results in "excessive" spin will be considered a foul and result in loss of the rally.

If receiving a hard driven ball and it bounces off more than one part of your body, providing it's within one distinct movement, this will not be considered a foul. Should you make a second movement after initial contact, this will be considered a foul.

  1. During a rally, the ball is permitted to hit any net, including the top net; however, it is not permitted to hit the top net and travel in the opponent's side of the court.
  2. Players may, as the result of fair play, fall slightly into the surrounding netting.
  3. Players are not permitted to touch the middle net at any point during a rally. A middle net touch will be deemed a foul, and the team who offended will lose the rally.

Any action deemed as misconduct or careless by the referee invlving the nets, will be penalised. Example: Diving head first or recklessly into the netting, pulling on the surrounding or middle net at all.

Players are allowed to land slightly on the opponent's side of the net given the landing is controlled. If a player passes under the net, regardless if an opposing player is interfered or not, they will be penalised for interference. Any player repeatedly doing this can be ejected from the game or competition.

Screening is whereby the serving team's players intentionally obscure vision for the receiving side during a serve. Obvious flailing of the arms and obvious line of sight blocking is a good indication of screening. This will be adjudicated at the referee's discretion.

In the event a player is injured, play must immediately cease. During the round robin phase the clock will continue to run, however in finals time will be frozen. Should players wish to substitute, the captain must make the referee aware once a rally has been completed. Each team will be allowed 2 substitutions per half. This may be changed if any excessive heat is encountered.

  1. Referees shall be provided by a non-particpating centre/Club as nominated by Rebound Victoria. At the end of year State Titles, all centres/Clubs shall be required to provide the same number of non-playing referees each, as nomimated by Rebound Victoria.
  2. All players, regardless of the decision, must respect the referee and their calls. The captains may speak to the referee at the end of a rally for any clarification purposes listed earlier.
  3. Any player may approach a referee, after the game has ended, to seek clarification on any grievances. If any hostility is shown towards a referee or player that is deemed unwarranted, that player faces ejection from the game and competition.
  4. Any player speaking vitriolic will be warned and further instances may result in the player being evicted from the game or competition at the referee and host centres discretion.
  5. Any players demonstratively attacking the referee may be evicted off court straight away.
  6. It is up to each player to play with good sportsmanship, this includes waiting on the opponent's to be ready to receive service before serving, purposely hitting the ball at an opponent in a malicious manner when the ball is dead, etc.
  7. Participants must behave respectfully and courteous in the spirit of fair play, not only towards any form of referees, but also towards other officials, the opponents, teammates and spectators.
  8. In any instance a referee is ever unsure on a fault or a call, they may 'replay' the rally.

  1. For each event and division within that event, a ladder shall be kept. Teams shall be awarded points toward the ladder on the basis of:
    1. 2-pts for winning a match
    2. 1-pt for a dran match
    3. 2 bonus pts for every 10 point difference in scores (eg. Team A scores 32 points and Team B scores 8. Team A would be awarded 2 pts for the win plus 2 bonus points for winning by 24).

  1. For each event and division within that event, the top 4 teams shall progress to finals on the basis of the event ladder.
  2. In the case that two or more teams are drawn on points, teams shall be separated by:
    1. Most total match points won during event followed by;
    2. Least total points scored against the team during the event followed by;
    3. The result between the teams during the event.
  3. Finals shall be played in a two stage knock out process with Semi Final 1 being played between the 1st and 4th placed teams and Semi Final 2 being played between the 2nd and 3rd placed teams. The two winning teams shall progress to the Grand Final.
  4. The 5th and 6th placed teams that did not make finals, shall play in a 'bragging rights' match.

For each event the participating Clubs shall be ranked based on the amount of games won during the event (excluding finals), from all divisions. The winning Club shall be awarded Club Champion for the event. In the event of a tied result, the Club's total percentage from all teams in that division, shall declate the winner.

For each event and division within that event, the referees shall award 3,2,1 votes in each match excluding finals. The player from each division that polls the most votes at the event, shall be declared the winner and awarded a trophy.

For each division (Men's. Women's and Mixed) the Club with the highest percentage of match wins from the full calendar year of events, shall be declared the division State Annual Champions.

An overall Club Champion shall be announced at the end of the calendar year event that has the highest percentage of match wins from all three divisions toallied together.

For each event and division within that event, the top 3 players from the full calendar year shall be awarded trophies as M.V.P winners.
